Founder & Chairman of the Board – Channy Soeur

Channy Soeur is a Naturalized American citizen, an Asian American originally from Cambodia. He was born in 1955 and immigrated to the United States when he was 20 years old, during the takeover by the communist regime, the Khmer Rouge. He fled without any other family members, finances, or employment prospects, and only knew two words of English.

After a ten-year period of assimilation and integration into American society, he was able to further his education by working his way through school. He was unable to apply for financial assistance based on ethnicity because regardless of economic status, Asians did not qualify for minority grants at the time. In spite of these obstacles he earned a B.S. in Petroleum Engineering in 1984.

After a year of searching for an engineering position, his first employment offer following graduation from college was with the City of Austin as a Computer Technician. He quickly excelled in his duties, and subsequently obtained and EIT position that led to further promotions to the point of becoming a licensed civil engineer.

CAS Consulting and Services, Inc. was incorporated in 1999 by George Chang, PE, PhD, and Channy Soeur, PE. The company was not active until May, 2001, when Channy Soeur retired from the City of Austin after 16 years of service. In 2003, Channy acquired George’s share of ownership, and became the sole owner of CAS.

In 2011, CAS broke ground on its very own headquarters at 7908 Cameron Road in Austin. Today, CAS has expanded its office locations to include 7 cities throughout the US and over 20 employees, with our total work from 2001 – 2018 totaling more than $2.5 Billion.
