South IH-35 Water & Wastewater Infrastructure Improvements Program | Austin, TX
The Austin Water Utility decided to implement, and independently fund, a specific comprehensive South IH-35 Water and Wastewater Program to meet the planned and future development and to implement the Long-Range Master Plan. In order to fulfill the needs of the Master Plan, the Program identified 24 individual capital improvement projects (CIP) required to construct 23 water main segments, five wastewater reaches, and one pump station. These 24 CIP include da new 20-million gallons per day pump station at the existing Pilot Knob Reservoir, 13 miles of 36-inch to 48-inch water transmission main, and five miles of 30-inch to 54-inch diameter wastewater interceptor.
CAS prepared and administered City contract documents; provided design management including route study determination and compliance with City design guidance and TCEQ design requirements; and prepared and validated cost estimates, easement acquisitions, and obtaining permits. CAS led the Program-wide construction management services. We provided constructability reviews; value engineering; project controls; schedule preparation and analysis; cash flow analysis; RFI management and response; project observation; change order and claim analysis, negotiation, and closure; tracking WBE/MBE participation; issue interpretation and problem solving; market analysis and bid strategy; quality control; reporting schedule and budget performance data to the city manager, and close out.
