CAS is excited to announce the addition of administrative staff to our team.
Lee Ngin joins CAS as Chief Financial Officer. Lee brings over 26 years’ experience in financial, accounting, operational, audit, portfolio management, and regulatory management to the company. In her role as CFO, Lee will be responsible for CAS’ overall financial and strategic management, including providing direction for the company’s financial resources, long-range business planning, project management, and certifications.
Jesse Penn, PE named the company’s Chief Operating Officer. Jesse has 25 years of experience in the engineering field and has provided civil engineering planning, investigations, design and construction phase services for a wide variety of water, wastewater, reclaimed water, and biosolids management projects in central Texas. He has extensive experience managing infrastructure projects involving multidisciplinary teams. Jesse will be responsible for the company’s day-to-day operations working under our new President, Henry Leighton, PE, who was promoted to President of CAS in late 2017. He previously served as Vice President of Construction Management.
