The purpose of this project is to decommission two existing lift stations and replace the associated force mains with gravity sewers while maintaining service during construction. This project is located in the Upper Leon Watershed within the Edwards Aquifer Contributing Zone and the 100-year floodplain. The contributing sewage is generated mostly from residential areas such as the Woodland Hills and the Dominion Subdivision as well as some large commercial properties.

Within the vicinity of the project site, there also exists a cemetery, schools, and Raymond Russell County Park. The rock formation inside this area is generally made up of “karst” limestone. This project is considered to be a part of the SAWS Consent Decree Agreement with the EPA.

As the prime consultant, CAS provided design services for the decommissioning of the existing Falcon Center Lift Station and Woodland Hills Lift Station, and the design of approximately 19,000 LF of 12-inch, 33-inch, 36-inch, and 42-inch gravity wastewater interceptors, with 14,762 LF installed using open cut methods and 4,261 LF through tunneling. The design also included abandonment of 16,600 LF of 12-inch, 10-inch, and 8-inch force mains. This project required extensive coordination with TxDOT and other ongoing project activities, as well as consideration of a local cemetery, school, County Park, creek, retail development, residential neighborhoods, IH-10, and a neighboring military base, all within a close proximity. In addition, services also included the relocation of a water line. Design of this project was completed on-time and within budget in March, 2016. Construction is expected to be complete in  2018.
